A hazai z\u00f6ldgazdas\u00e1g-fejleszt\u00e9s r\u00e9sz\u00e9r\u0151l l\u00e9nyeges t\u00f6rekv\u00e9s (\u00e9s egyben br\u00fcsszeli elv\u00e1r\u00e1s is), hogy az EU forr\u00e1sokb\u00f3l megval\u00f3sul\u00f3 fejleszt\u00e9sek seg\u00edts\u00e9k el\u0151 a fenntarthat\u00f3s\u00e1g fel\u00e9 t\u00f6rt\u00e9n\u0151 \u00e1tmenetet. M\u00e1s sz\u00f3val, a konkr\u00e9t projekteknek – a fejleszt\u00e9si c\u00e9lkit\u0171z\u00e9sek teljes\u00edt\u00e9se mellett \u2013 k\u00f6rnyezetv\u00e9delmi, \u00e9ghajlatv\u00e9delmi eredm\u00e9nyt, hozad\u00e9kot is fel kell(ene) mutatniuk. E k\u00edv\u00e1nalom szorosan kapcsol\u00f3dik a projekt monitoring feladatokhoz: biztos\u00edtani kell, hogy a fejleszt\u00e9sek z\u00f6ld\u00edt\u00e9si hat\u00e1sai nyomon k\u00f6vethet\u0151k legyenek, s\u0151t, amennyire lehets\u00e9ges, a projektek z\u00f6dgazdas\u00e1g-fejleszt\u00e9si p\u00e1ly\u00e1ra \u00e1ll\u00edt\u00e1s\u00e1t is seg\u00edtse a projekt monitoring. F\u0151 c\u00e9lkit\u0171z\u00e9s\u00fcnk egy olyan becsl\u00e9si m\u00f3dszer kidolgoz\u00e1sa volt, amely t\u00e1mpontot adhat a k\u00fcl\u00f6nb\u00f6z\u0151 c\u00e9l\u00fa beavatkoz\u00e1sok (fejleszt\u00e9sek, projektek) k\u00f6rnyezeti, z\u00f6ldgazdas\u00e1g-fejleszt\u00e9si \u201dj\u00f3s\u00e1g\u00e1nak\u201d objekt\u00edv meg\u00edt\u00e9l\u00e9s\u00e9re. A munka sor\u00e1n egy olyan m\u00f3dszertant dolgoztunk ki, amely tervez\u0151i seg\u00e9dletk\u00e9nt alkalmazhat\u00f3 a k\u00fcl\u00f6nf\u00e9le \u00e1gazati vagy region\u00e1lis int\u00e9zked\u00e9sek \u201ez\u00f6ld\u201d teljes\u00edtm\u00e9ny\u00e9nek el\u0151zetes vizsg\u00e1lat\u00e1ra. A m\u00f3dszertan egyfajta \u201egyorsteszt\u201d: alkalmas nagy t\u00f6meg\u0171 int\u00e9zked\u00e9shalmaz (pl. alternat\u00edv\u00e1k) viszonylag r\u00f6vid id\u0151 alatt kivitelezhet\u0151, egyszer\u0171, \u00e9s sz\u00e1mszer\u0171s\u00edthet\u0151 k\u00f6rnyezeti szempont\u00fa vizsg\u00e1lat\u00e1ra. A m\u00f3dszertan indik\u00e1torok alkalmaz\u00e1sa n\u00e9lk\u00fcl \u201dm\u0171k\u00f6dik\u201d az indik\u00e1torokat feleletv\u00e1laszt\u00e1sos szak\u00e9rt\u0151i \u00e9rt\u00e9kel\u00e9ssel helyettes\u00edti.
